Outrage of Russian Security Services
On 8th of April, 2011 Mansur Maratovich Sharipov was arrested by officers of FSB on suspicion of participation in political party Hizb-ut-tahrir which is illegal on the territory of Russian Federation. He was placed in investigatory isolation ward.
Being on remand in isolation ward Sharipov addressed complaints repeatedly on infringements of detention in custody and also on investigative authorities.
On Tuesday, the 6th of September 2011 a judge of Kirov district court of Ufa, satisfied a complaint of Mansur Sharipov according to article of law №125 of Criminal Procedural Code of Russian Federation. The court obliged an inquest to eliminate violations which it has committed during the investigation.
On Thursday, the 8th of September, Mansur Sharipov was put to cruel tortures by order of Talalov, who is a warden.
The following is description of Public Monitoring Committee of the Republic of Bashkortostan on present fact.

The Public Monitoring Committee of the Republic of Bashkortostan on realization of social control over securing of human rights in places of compulsory confinement, which also helps to court prisoners, examined an application of V. Sharipova concerning tortues in relation to Mansur Sharipov, after what it made a special enquiry of respect for human rights in investigatory isolation ward. Pavel Nechaev and Dmitry Chuvilin are members of comission.
THE COMMISSION ESTABLISHED:
Mansur Sharipov, who was born on 3rd of March in 1988, is in investigatory isolation ward №IЗ/1 of the Chief Directorate of Federal Service for the Execution of Sentences of Russia in the Republic of Bashkortostan (located on Dostoevsky St. 39, Ufa). He is suspected in organization of extremist community according to article of law №282 of Сriminal Сode of Russian Federation. Mansur has bodily injuries of head, necks, injuries on shoulders, on hands in the area of wrists, parts of body from the waist down are just one big dark-violet and brown bruise which is behind. He hasn't an underwear, his T-shirt is torn, he can't sit. It is difficult to breathe for him, he keeps his left hand for edges below the left breast, he complains of pain in this area.
According to Sharipov it is established that at 8th of September, 2011 after 10 a.m. he hold a confidential meeting with his lawyer after which he was displaced from the room for meetings with lawyer to premise for meeting expectation. During the moving an officer of the Chief Directorate of Federal Service for the Execution of Sentences, unknown by name, came to Sharipov organized a situation in which Mansur jostled an officer by shoulder. After that other citizens waiting for meetings were taken away from the room and 6 officers of the Chief Directorate of Federal Service for the Execution of Sentences entered. They put the handcuffs on Sharipov and displaced him to the ward of next corps of isolation ward where he stayed about 2 hours. Then the door of ward was opened and he clapped eyes on Talalov, who is a chief of investigatory isolation ward №IЗ/1 of the Chief Directorate of Federal Service for the Execution of Sentences if Russia in the Republic of Bashkortostan, and people weared in civvies without some shoulder strap. They were in corridor. Talalov ordered to take measures concerning Sharipov after what the door was closed. After a while 10-15 officers of CDFSES, among whom there were officers Makoshin and Kostyukov entered the ward and began to beat him on the floor. Polischuk, a deputy chief for political indoctrination of investigatory isolation ward jointed to officers without participating in beating but also without counteracting it. Officers of CDFSES explained the beating by high level of activity of Sharipov in lodge a complaints in various instances against officers of CDFSES and investigating authorities. Rubber truncheons were used. Sharipov was beaten by feet within an hour. Then they put him to ward for making haircut and made violent hair-cut to Sharipov. They tried to make foolish appearence for Mansur. Once and again Sharipov blacked out during haircut and the doctor was called. The doctor resuscitated Sharipov by using ammonia. after making a haircut Sharipov was displaced in room for personal inspection where he was beaten again. Officers of CDFSES took Sharipov's trousers off and suggested him to write a document that he attacked an officer of CDFSES and also to sign the document about cooperation with institution. They threatened by sexual assault, by covering him with their excrements and by moving him in ward for queers. Sharipov wrote present documents, but explained to members of Public Monitoring Committee that he has written them not by his handwriting and has put not his signature.
Hereupon the officers of operation branch of CDFSES decided to move Sharipov to the ward where he wasn't stayed earlier. Also Sharipov specified that materials from the videotaping surveillance camera and the witnesses, which names he asked not to specify at present document, can confirm worded materials. An interrogation of Sharipov was made together with Aufaz Kaskinbaev, an employee of Prosecutor General's Office of the Republic of Bashkortostan. The application to committee of inquiry of Prosecutor General's Office of the Republic of Bashkortostan was made also together him.
Polischuk, a deputy chief for political indoctrination of investigatory isolation ward №IЗ/1 of the Chief Directorate of Federal Service for the Execution of Sentences in Russia in the Republic of Bashkortostan (located on Dostoevsky St. 39, Oufa) refuted asserted by Sharipov. He said that events specified events didn't have a place.
