Pakistan Needs to Become a Khilafah Rashidah Not a Hard State

“In his address to the Parliamentary Committee on National Security on Tuesday, 18th March 2025, Chief of Army Staff (COAS) General Syed Asim Munir underscored that Pakistan needs to strengthen its governance and solidify itself as a “hard state,” pointing out the dangers of continuing in a “soft state” approach that sacrifices precious lives.” (Tribune)

Comment:

The speech of the Pakistan army chief comes amidst heightened attacks on security personnel in Balochistan and the tribal regions, bordering Pakistan and Afghanistan. The common people are now fearing another civil war, as happened in 1971, when Bengal separated from Pakistan, and become Bangladesh.

The hard stance of the army chief, the actual ruler of Pakistan, will only undermine national security. He has resorted to a hard stance instead of launching political initiatives, in accordance with Islamic Shariah rulings, to address grievances and resolve disputes. The hard state will only deepen grievances, aggravate conflicts and benefit our enemies, the Hindu State and its master Trump’s America.

The hard stance against Muslims always fails. The American armed forces left the region, after twenty years of a hard stance against the Muslims of the tribal regions, bordering Pakistan and Afghanistan. Before that, the hard stance of the leadership of Pakistan in 1971 further pushed our Muslim brothers in Bengal away from us, into the arms of the Hindu State. Before that, the British colonialists adopted a hard stance in areas of strong resistance against the British occupation, which were Bengal, Baluchistan and the tribal areas. In the end the British Army had to leave the region in humiliation. So how will a hard stance in Baluchistan and the tribal areas increase national security now?

The stance that is required is the political system of Islamic Shariah Law, which effectively addresses grievances and resolves disputes. However, the current political system is based on British colonialist law. It favors the interests of the colonialist and the rulers, agents of colonialism, and undermines the interests of the people. It favors the majority and undermines the rights of minorities. It deepens grievances, increases disputes and fuels civil war.

O Muslims of Pakistan! Certainly, Pakistan needs to become a Khilafah Rashidah (rightly guided Caliphate) state not a hard state. The Khilafah Rashidah looked after the affairs of its citizens, regardless of their race and religion. The Khilafah Rashidah granted unity, prosperity and security to the peoples of three continents. The majesty and success of the Khilafah Rashidah is indisputable. All Muslims must work with Hizb ut Tahrir for the return of the ruling by all that Allah (swt) has revealed.

Allah (swt) said,

[اِنَّمَا الۡمُؤۡمِنُوۡنَ اِخۡوَةٌ فَاَصۡلِحُوۡا بَيۡنَ اَخَوَيۡكُمۡ وَاتَّقُوا اللّٰهَ لَعَلَّكُمۡ تُرۡحَمُوۡنَ]

“Surely the believers are nothing but brothers to one another. So resolve differences between your brothers. Fear Allah (swt) so that you may receive mercy.” [TMQ Al-Hujurat: 10].

O Officers of Pakistan’s Armed Forces! Your fears are not misplaced. Your leadership is leading you into a long and destructive war, which undermines the integrity of Pakistan. You have no choice now but to change your leadership. Grant your Nussrah to Hizb ut Tahrir for the establishment of the Khilafah Rashidah, for success in this life and the Aakhira. Allah (swt) said,

[مُّحَمَّدٌ رَّسُولُ اللَّهِ ۚ وَالَّذِينَ مَعَهُ أَشِدَّاءُ عَلَى الْكُفَّارِ رُحَمَاءُ بَيْنَهُمْ]

“Muhammad, the Messenger of Allah (saw) and those with him are harsh with the kuffar and merciful to the believers.” [TMQ Al-Fateh: 29].
