Imam al-Ghazali, who died in 505 AH, said in “Al-Iqtisaad fi al-i’tiqad” that, “To show that appointing an Imam is an obligation...we present definite Shari‘ah proof that it is obligatory. We will not rely solely on the Consensus (ijma‘) of the Ummah. Instead, we draw attention to the basis of this Consensus. Hence we say, the organization of the affairs of the Deen is definitely a purpose of the Bringer of the Law ﷺ. This is a definitive premise, over which no dispute is imaginable. We add to it another premise, which is that the organization, of the affairs of the Deen, is only achieved through an Imam, who is obeyed. The correctness of the proposition that the appointment of the Imam (Khaleefah) is an obligation follows from these two premises.”

Let it be noted how they believed that it was a conclusive, correct and mandated obligation (fard), of immediacy and urgency. Let it also be noted how they did not postpone or delay, such that they left the preparation of the Messenger of Allah (saw) (for burial), through being busy with it (appointing the Khaleefah)... Thus it is definite (qaati‘) that the appointing of the Imam is a necessary matter for the preservation of Islam.”

So, they appointed Abu Bakr (ra), then Abu Bakr (ra) appointed Umar (ra), then Umar (ra) appointed the people of the Shura to elect one, so Abdul Rahman (ra) chose Uthman bin Affan (ra).”

Imam AbuʿAmr ad-Daanee, who died in 444 AH, said in “Ar-Risalah Al-Waafiyah,” that, “The establishment of the Imam (Khaleefah), with powers and faculty, is a Fard (obligation) upon the Ummah. The Muslims cannot be ignorant, or negligent, of that obligation. Contracting the Khaleefah is the responsibility of those charged with authority (ahl ul hal wal ‘aqd), from the Ummah, as stipulated by the text from the Messenger of Allah (saw). The Fard of the establishment is one of the obligations of sufficiency (kifayah). So, if some accomplish the Fard, the rest are relieved of the obligation.”

They gathered to choose his successor (Khaleefah). None of them ever said that the Muslims do not need an Imam or Khaleefah (Caliph). This established their Unanimous Consensus (Ijma’a) on the obligation of the existence of the Khilafah. This is the basis of the Ijma’a on which the Khilafah is legally established.”

It is a bounty for His servants, because Allah (swt) has created creatures to love justice and hate lack of justice. Their parable, without authority, is like that of a whale adrift in the sea, devouring both the strong and the weak. So, when they do not have a compelling authority, they are not organized. There is no stable livelihood for them and they do not enjoy life.”
