With the Noble Hadith
The Department of Industry
We greet you all, dear ones, everywhere, in a new episode of your program “With the Hadith,” and we begin with the best greetings,
Assalamu Alaikum wa Rahmatullah wa Barakatahu
Muslim narrated in his Sahih: Muhammad ibn Rafi' narrated, 'Abd al-Razzaq informed us, Ibn Jurayj informed me, Musa ibn Uqba informed me from Abu al-Nadr from the book of a man from the tribe of Aslam who was one of the companions of the Prophet (peace be upon him) named Abdullah ibn Abi Awfa. He wrote to Umar ibn Ubaydullah when he went to fight against the Haruriyyah, informing him that the Messenger of Allah (peace be upon him) was in some of his days when he encountered the enemy, he would wait until the sun declined, then he would stand among them, and said
, فَقَالَ يَا أَيُّهَا النَّاسُ لَا تَتَمَنَّوْا لِقَاءَ الْعَدُوِّ وَاسْأَلُوا اللَّهَ الْعَافِيَةَ فَإِذَا لَقِيتُمُوهُمْ فَاصْبِرُوا وَاعْلَمُوا أَنَّ الْجَنَّةَ تَحْتَ ظِلَالِ السُّيُوفِ ثُمَّ قَامَ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ وَقَالَ اللَّهُمَّ مُنْزِلَ الْكِتَابِ وَمُجْرِيَ السَّحَابِ وَهَازِمَ الْأَحْزَابِ اهْزِمْهُمْ وَانْصُرْنَا عَلَيْهِمْ
“O people! Do not wish to face the enemy (in a battle) and ask Allah to save you (from calamities) but if you should face the enemy, then be patient and let it be known to you that Jannah is under the shades of swords." He then said, "O Allah! The Revealer of the (Holy) Book, the Mover of the clouds, and Defeater of Al-Ahzab (i.e. the clans of infidels), defeat them infidels and bestow victory upon us.”
Dear listeners:
In this Hadith, the Prophet (saw) encourages Muslims to strive in Jihad, as he informs them that Jihad is the path to Jannah. The Hadith also shows the Prophet’s careful selection of the appropriate time to start the battle, and his supplication to Allah for victory. This teaches Muslims that taking means is essential to achieve the goal of Jihad, which is to open lands and spread Islam. The Hadith emphasizes Islam’s focus on Jihad by encouraging Muslims towards it and motivating them, then teaching them to seek all that aids in achieving its objective. Jihad is the Shariah legitimate way to carry the call to Islam. It is known by necessity in Deen that Jihad is the peak of Islam because Islam is a global message for all people, which the Prophet (saw) was charged with carrying, and Muslims were charged with carrying after him. Islam not only tasked Muslims with carrying the call (dawah) to Islam but also explained to them how to carry the call, which is through Jihad, undertaken by the state. Allah (swt) said,
[وَقَاتِلُوا فِي سَبِيلِ اللَّهِ وَاعْلَمُوا أَنَّ اللَّهَ سَمِيعٌ عَلِيمٌ]
“And fight in the way of Allah, and know that Allah is Hearing and Knowing.” [TMQ Surah Al-Baqarah 2:244]. And He (swt) said,
[وَقَاتِلُوا الْمُشْرِكِينَ كَافَّةً كَمَا يُقَاتِلُونَكُمْ كَافَّةً وَاعْلَمُوا أَنَّ اللَّهَ مَعَ الْمُتَّقِينَ]
“And fight the polytheists collectively, as they fight you collectively, and know that Allah is with the Muttaqeen.” [TMQ Surah At-Tawbah 9:36].
Among the means taken by the state in its preparation for Jihad is to provide the necessary weapons for combat of all kinds, light and heavy, mechanized and automatized, and even atomic and nuclear. Allah (swt) says,
[وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ وَمِنْ رِبَاطِ الْخَيْلِ تُرْهِبُونَ بِهِ عَدُوَّ اللَّهِ وَعَدُوَّكُمْ وَآَخَرِينَ مِنْ دُونِهِمْ لَا تَعْلَمُونَهُمُ اللَّهُ يَعْلَمُهُمْ]
“And prepare against them whatever forces you can muster, and all the cavalry you can mobilize, to terrify thereby Allah’s enemies and your enemies, and others besides them whom you do not know, but Allah knows them.” [TMQ Surah al-Anfal 8:60].
Providing these weapons effectively in Jihad is not by buying them from abroad. It is by manufacturing them domestically, within the state, so that the state does not fall under the control of the countries from which it buys weapons, when it enters a battle and needs increasing quantities of weapons, ammunition and spare parts. This could tie its decision to declare Jihad, and its ability to continue fighting, to those countries through their control over the types and quantities of weapons, spare parts, and ammunition they sell to the state. This is in addition to the conditions they may impose, which could affect the state’s ability to fulfill the obligation of jihad and carrying the call. Therefore, it is obligatory for the Khilafah Rashidah (rightly guided Caliphate) to manufacture its weapons and all it needs for war machinery and spare parts by itself. It is mandatory for it to continually develop its weapons to remain at level with, and even surpass, any other state in its military capability. This requires it to adopt heavy industry, starting first with producing the factories that produce heavy industries, both military and non-military. It must have factories to produce nuclear weapons, spacecraft, missiles, satellites, aircraft, tanks, artillery, warships, armored vehicles of all kinds, and heavy and light weapons of all types. It must have factories to produce machinery, engines, materials, and electronic industries, as well as factories related to public ownership, and light industries related to military industries.
In summary, the Khilafah Rashidah, being a state that carries the Islamic call through Dawah and Jihad, will always be ready to undertake Jihad. This mandates that its industry, whether heavy or light, is based on a military policy. That is so that if it needs to convert them to produce military requirements, it can easily do so at any time. Therefore, all industry in the Khilafah Rashidah must be based on military policy, and all factories, whether producing heavy or light industries. This is whether these factories fall under public ownership, or individual ownership that is related to military industries. They must be based on this policy to easily convert their production to military production whenever the state needs.
The department that handles all matters related to industry in the upcoming Khilafah Rashidah, with Allah's permission, is the Department of Industry. It is not subordinate to the Ameer of Jihad but directly to the Khaleefah, like any other state apparatus.
