Political Address Titled: "Authority Belongs to the Ummah"
Sees High Engagement in Port Sudan's Main Market

Hizb ut Tahrir / Wilayah Sudan held a political address at the main market of Port Sudan on Monday, 18 Sha'ban 1446 AH corresponding to 17 February 2025 CE, under the title "Authority Belongs to the Ummah." The speaker, Mr. Muhammad Jaami' (Abu Ayman), Assistant to the Official Spokesman of Hizb ut Tahrir in Wilayah Sudan, emphasized that the concept of authority belonging to the Ummah is a fundamental principle of governance in Islam. He stated that a ruler can only assume power if the ummah appoints him willingly and chooses him through bay'ah (pledge of allegiance).

He explained that the bay'ah is a mutual contract between the Khalifah (Caliph) of the Muslims and the Ummah, obligating him to uphold the Deen and implement Islamic Shariah, while the ummah is required to obey him in this regard. He cited various evidences, including the well-known hadith of ‘Ubadah ibn al-Samit, in which he said: «بَايَعْنَا رَسُولَ اللهِ ﷺ عَلَى السَّمْعِ وَالطَّاعَةِ فِي الْيُسْرِ وَالْعُسْرِ وَالْمَنْشَطِ وَالْمَكْرَهِ»“We made a contract with the Messenger of Allah, may Allah bless him and grant him peace, to hear and obey in ease and hardship, enthusiasm and reluctance.”

Abu Ayman warned of the dangers of not having a Khalifah to whom allegiance is given, as this results in sin and divine punishment upon the ummah. He referenced the hadith reported by Imam Muslim, in which Abdullah ibn Umar (may Allah be pleased with them) narrated that the Prophet (saw) said: «مَنْ مَاتَ وَلَيْسَ فِي عُنُقِهِ بَيْعَةٌ مَاتَ مِيتَةً جَاهِلِيَّةً»“and one who dies without having sworn allegiance will die the death of one belonging to the Days of Ignorance.”

He further stressed that military coups are forbidden, as they usurp the authority of the Ummah and are part of colonialist schemes to control the Muslim Ummah through agent rulers. He asserted that the Islamic system of governance is the Khilafah (Caliphate), and that the root cause of crises and problems is the secular democratic system, whether in its civilian or military forms which has sidelined Deen and removed it from the lives of Muslims.

Abu Ayman urged the audience to work towards establishing the Khilafah and appointing a Khalifah through a legitimate pledge of allegiance to avoid the sin of a Jahilliyah death.

During the interactive segment, the turnout was remarkable, and engagement was high, accompanied by takbir (saying "Allahu Akbar") and salutations upon the Prophet (saw) whenever a hadith was mentioned. The questions were strong, and the interventions were lively and supportive, reaffirming the necessity of establishing the Khilafah and emphasizing that governance is an act of worship. The audience rejected democracy and called for the continuation of such addresses to educate the ummah about the rulings of Islam.
