Armies of the Unemployed are of the Government's Making
(Translated)
In a broadcast conference program aired by Om Durman, the Minister of Welfare and Social Security Mashaer Al-Dawalab said, "The bilateral partnership between her ministry and the National Youth Union by way of a number of mechanisms; which were supported by the President of the Republic, greatly succeeded in solving the problem of unemployment through youth stabilization projects." Al-Dawalab clarified that "the youth stabilization projects presented many theses and ideas; through which the youth were given a chance to work through microfinance or through making employment opportunities available directly by the state, or by dealing with the private sector."
We begin by asking the government who created the armies of the unemployed?! The government has acknowledged an unemployment rate of 18.8% according to the latest survey issued by the Ministry of Human Resources Development. The State is first and foremost responsible for the armies of the unemployed; which has pursued a policy of facilitation (which is the policy of making loyalty to the ruling party a condition for appointment in civil service instead of competence). The State continues to pursue this policy, despite President Al-Bashir's speech about the end of the era of facilitation on 2/6/2012 CE, in which he announced freeing civil service of the policy of facilitation in order for it to belong to all segments. This in itself is a confession of the government's use of the policy of facilitation for more than two decades. Therefore it is the government that created the unemployment, and it did so as follows:
1. Announcing a process of separation and displacement, misleadingly in the name of public interest, which affected all those who are not loyal to the government party, by laying off tens of thousands of employees, experts, and the best administrators from the civil service sector.
2. Attempts to weaken the military institution; by exonerating senior officers and expert fighters into retirement, then limiting acceptance to the Military Academy and the Command and Staff College to those belonging to the government party or its supporters.
3. Discharging judges under the pretext of public interest.
4. The continuation of economic policies on the capitalist foundation, by taxation of the economic sectors, and levies that caused the closure of factories, and the abandonment of agriculture.
These factors and others increased the rate of unemployment in Sudan, and lead to the breakdown of civil service, in which the conditions of employment have become political, or tribal, or ethnic. This created marching armies of the unemployed, that caused the country to lose the efficient human element, either through migration to escape, or by sitting in the streets, or working in other than the field of specialization, and employment for the jobless is not based on any experience or talent other than loyalty to the regime.
As for microfinancing, which the minister boasts, it is not but usurious loans that will increase our affliction and destroy our blessing. The Almighty says:
(يَمْحَقُ اللَّهُ الرِّبَا)
"Allah destroys interest"
It turns out that the existing regime, on the capitalist basis, is unable to find a solution to the problem of unemployment; rather it is its maker.
So work! Work to establish the system that governs by what Allah (swt) has revealed in His state; the state of care and sufficiency; the Righteous Khilafah "Caliphate" state; whose economic policy is based of the Book of Allah (swt) and the Sunnah of his Messenger (saw). Therefore it does not facilitate a party, nor a group without the other, because the citizens of the Khilafah "Caliphate" state are equal as long as they carry citizenship (tabbiyya), and all are equal according to the laws of Islam; one can see through inspecting it that it solves the issue of enabling people - all people - to benefit from the resources. In fact the Khilafah "Caliphate" state intervenes to provide employment opportunites to all to suffice themselves with a living, as:
«أعطى الرسول رجلاً حبلاً وفأساً ليحتطب من أجل أن يأكل»
"The Messenger (saw) gave a man a rope and an ax to prepare firewood so that he could feed himself."
For that sake Hizb ut Tahir works under the leadership of the Emminent Scholar Sheikh Ata Bin Khalil Abu Al-Rashtah to return the Islamic way of life, and to remove people out of the oppression of capitalism and into the justice of Islam.
