Ruling by Quran and Sunnah is through Khilafah Rashidah, not Democracy, the System of Majority Rule
Imran Khan's first speech as Pakistan's 22nd prime minister on 19 August 2018 made repeated references to the glorious era of the Khulafa'a Rashideen. There is no doubt that the Muslims of Pakistan consider that Islam should be the standard for ruling. Discussion about ruling by the Quran and the Sunnah, the Madinah State, the Islamic System and the Khilafah (Caliphate) are in the mainstream now. Howeverthe current system, Democracy will never deliver what the people desire, because in Democracy laws are made by the majority vote of the parliament rather than direct derivation from the Quran and the Sunnah. This is why previously, rulers have referred to Islam but Democracy has always disappointed Muslims. Zulfiqar Ali Bhutto called for Muslim Unity, General Zia endorsed Islamic punishments and Nawaz Sharif undertook Islamicisation drives.
The Khulafa'a Rashideen achieved all that they did of justice, prosperity and strength through ensuring that every single law was derived from the Quran and Sunnah. So, in the Khilafah Rashidah, the judges judged by the Quran and the Sunnah and not by the British era Penal Code as in Democracy. In the Khilafah Rashidah, each and every law related to the economy was according to the Quran and Sunnah, rather than Capitalism's private ownership of public property and interest based banking which is implemented today in Pakistan. In the Khilafah Rashida, domestic policy was according to all that Allah (swt) has revealed and so Muslim Lands were all considered as one state, rather than considered separate nation states as in Democracy. And in the Khilafah Rashidah, foreign policy prevented any sort of alliance with the states hostile to Islam and Muslims, such as India and America today. Nothing less than the Khilafah (Caliphate) on the Method of the Prophethood will deliver Islam. Thus, to avoid more disappointment we need to look nowhere else for all that we desire. RasulAllah (saaw) said;
«كَانَتْ بَنُو إِسْرَائِيلَ تَسُوسُهُمْ الْأَنْبِيَاءُ كُلَّمَا هَلَكَ نَبِيٌّ خَلَفَهُ نَبِيٌّ وَإِنَّهُ لَا نَبِيَّ بَعْدِي وَسَيَكُونُ خُلَفَاءُ فَيَكْثُرُونَ». قَالُوا: فَمَا تَأْمُرُنَا؟ قَالَ: «فُوا بِبَيْعَةِ الْأَوَّلِ فَالْأَوَّلِ أَعْطُوهُمْ حَقَّهُمْ فَإِنَّ اللَّهَ سَائِلُهُمْ عَمَّا اسْتَرْعَاهُمْ»
“There is no Prophet after me, but there will be Khulaf'aa. They asked, "What do you order us to do?" He replied, "Give them bay'ah one after another, for Allah will ask them about what He entrusted them with." (Bukhari)
