 Press Release
The Kyrgyz Authorities Are Fighting the Islamic Values
(Translated)

The Kyrgyz authorities are carrying out a campaign against Islamic values, especially the Islamic dress, since there are a number of measures that indicate this. For example, it was mentioned in Friday sermons that “the Muslim woman’s niqab and black clothes keep people away from religion.” On March 21, a meeting entitled “Regulations on women’s shari’ dress” was held among women in Kara-Suu in the Osh region. The speakers at the meeting stressed that a woman's face is not ‘Awra (part of the body to be covered), and the woman who does not cover up her face is not sinful, and the woman who wears black clothes and covers her entire body causes confusion among people in society. It was also emphasized that it is necessary to obtain education from official religious institutions, and that incorrect education will lead to joining extremist organizations.

Such meetings were also held in other religious institutions and schools in the Osh region. They confirmed that the Council of Muslim Scholars in Kyrgyzstan issued a statement about the necessity of women to follow the customs and traditions in the dress code when wearing clothes. In general, these meetings discussed the shari’ (legal) rulings related to preventing extravagance, preventing extremism and terrorism, raising awareness about vaccination, and regulations on women’s shari’ dress.

Earlier, President Sadyr Japarov received the newly elected Mufti Abdulaziz Dhakirov, and expressed his concern about some phenomena that are incompatible with the traditional values of Islam in spreading the religion. During the meeting, the topics mentioned in the above meetings were mainly discussed. Before that, Sharapatkan Majitova, a member of the Jogorku Kenesh Council (Kyrgyz Parliament), proposed a draft law on banning niqabs and long beards in Kyrgyzstan. She cited as an example the fact that the Parliament of Uzbekistan banned the wearing of the niqab, and noted the need for similar measures in Kyrgyzstan. Then, the head of the State Committee for National Security, Kamchibek Tashiyev, said that the niqab and long beards should be banned in Kyrgyzstan.

It is known that the campaign being implemented in the south of our country is expected to continue in all regions. Ultimately, the process of fighting Islamic values under the pretext of extremism and terrorism is consistent with the interests of the current government to establish dictatorship in the country. Moreover, the war against Islam is a requirement of international politics. Therefore, the war on Islam is widespread in the neighbouring countries of the region, and these governments compete with each other in this regard. For example, the authorities of Turkmenistan, Tajikistan, Uzbekistan and Kazakhstan continue to fight Islam under the pretext of the beard and niqab.

Of course, the Central Asian authorities' battle against Islam did not begin suddenly. This conflict always began after the elimination of opponents and the establishment of a dictatorial regime. On September 5th of last year, a draft law was submitted to the lower house of the Parliament of Uzbekistan on imposing administrative penalties on those who wear the niqab. Also, the brutality committed by the tyrant of Tajikistan Emomali Rahmon and the tyrant of Turkmenistan (father and son) Berdimuhamedov against Muslims is increasing day by day.

In Kazakhstan, the process of war against Islam is taking place in parallel with Kyrgyzstan. For example, at the national conference held in Atyrau on March 15, the President of Kazakhstan, Kassym-Jomart Tokayev, criticized women who dressed in black, noting that such an appearance was not part of Kazakh tradition. Also, draft laws that ban beards and prevent female students from wearing the hijab (headscarf) and niqab in schools in Kazakhstan are still a proposal until now.

In fact, banning the niqab and beard contradicts the democratic values that the authorities praise today. More precisely, freedom of religion and personal freedom in a democracy guarantee a person to believe in any religion and use any attribute. These “values” are the constitutional law of the secular state. However, the West, which was the cradle of democracy, has already begun to abandon its principles and values on the international scene. In short, these freedoms are only used against Islam and Muslims. Where, for example, religious freedom is granted to worship Satan or practice other vices. Non-Muslims are also allowed to wear whatever clothes they want, and even go out into the streets naked. However, when it comes to Islamic values, the matter is approached differently. This is clearly evident in France's ban on wearing the hijab (headscarf) in schools in 2004, the expulsion of female Muslim employees from public institutions, and the ban on wearing the niqab in public places in 2010.

In 2021, Switzerland also passed an anti-niqab law through a referendum. Under this law, Muslim women are prohibited from wearing the niqab in public places. Likewise, men may not force women to wear the hijab. In this way, capitalist countries are trampling on the freedoms they sanctify, one by one. Such abandonment of their ideas and values means that their Ideology has reached the brink of the abyss. That is, the attack on Islamic values indicates that capitalism is experiencing an intellectual crisis.

Central Asian countries take China's dictatorial laws as a model, especially in their war against Islamic values. After all, China should not face protests from the local Muslim population when implementing major projects related to the future.

For example, the Chinese government has banned men from growing “unnaturally” long beards and women from wearing the hijab in public, in the Xinjiang Uyghur Autonomous Region. Before passing this law, the Chinese government initially forcefully suppressed Muslim communities. Then it started fighting Muslims under the pretext of fighting terrorists. At first the Muslims were indifferent to the projects of the polytheist Chinese; they believed the information published by the Chinese media and remained ignorant, believing that “after eliminating the terrorists, the Chinese atheists will leave us alone”! But this was not the case. Today, the atheist Chinese government has turned the Xinjiang region into an open prison for Muslims under the pretext of terrorism, extremism, and separatism.

The Messenger of Allah (saw) described our current situation, He said:

“The people will soon summon one another to attack you as people when eating invite others to share their dish. Someone asked: Will that be because of our small numbers at that time? He replied: No, you will be numerous at that time: but you will be like foam and rubbish like that carried down by a torrent, and Allah will take fear of you from the breasts of your enemy and last enervation (wahn) into your hearts. Someone asked: What is wahn (enervation)?. Messenger of Allah (saw) replied: Love of the world and dislike of death.” [Abu Dawud]

In conclusion, the Kuffar are not just fighting some Islamic groups or any Islamic point of view, but rather they are fighting Islam and Muslims. Naturally, the Ummah cannot get rid of this situation except by returning to its Islam and declaring the Khilafah (Caliphate) again on the method of Prophethood. As for the current events with anti-Islamic manifestations, Muslims are required to respond to every attack and make sacrifices on this path.
