It has been almost eighty years that Muslims have been experiencing the life of instability and darkness. The major reason for this state of affairs is the agent rulers imposed over Muslims in Islamic countries. They occupy their seats not to please Allah, but to satisfy the greedy thirst of colonialist crusaders. The president of Tajikistan and his surrounding clique are of the same type. Their tyranny and humiliation of Islam and Muslims, particularly the callers to Islam is not a secret to anyone anymore. Even though Rakhmonov himself is a son of the Islamic Ummah, he labels the members of Hizb ut-Tahrir, who convey the call to Islam, in order to unite all Muslims under the flag and shariah of Islam as well as to make

"There is no deity but Allah, and Muhammad is His Messenger" prevalent over all other things, as terrorists, separatists and extremists and arrests them. The main reason for such emnity to Islam and Muslims is based on his desire to please his string-pullers. It is this exact desire that drives him against Allah and His orders.

To commit these crimes he gets the support of imperialistic states such as America, Britain, Israel and Russia. Additionally, they present themselves as assistants to the people, trying to accustom Muslims to the presence of different missionaries guised under the mask of funds and non-profit organizations. These missionaries build churches and distribute books and leaflets aimed at diverting Muslims from their faith. The infidel America and her allies have become dominant over us and teach us what is right and what is wrong, what is halal and what is haraam. Moreover, they establish ties with schools and higher education institutions, set up exchange programs, under which they send children of the Islamic Ummah to their countries, poisoning their minds with nationalism and patriotism as well as with outdated faulty relationships, which fully contradict Islam, thus fulfilling their mean disgusting plans. The history has proved a thousand times that the Jews and Christians are the worst enemies of Islam and Muslims. Their enmity had sprung from the very fist day of the revelation of Islam. Therefore, this enmity shall never cease to exist until they exterminate Islam and force Muslims into their own religion.

"Never will the Jews nor the Christians be satisfied with you unless you follow their form of religion (deen)"  [2:120]

Truly, their enmity to Islam is overwhelming. That is why they impose over us the laws of capitalism, democracy and others, stating: They are based on Islam and do not contradict it in any sphere. However, the reality of them is that they are systems and laws of kufr (unbelief), whereas believing in them and solving problems in accordance with them is prohibited for Muslims. The Creator of all things forbade accepting any religion or laws except Islam. Allah The Exalted says:

"If anyone desires a religion other than Islam (submission to Allah), never will it be accepted of him"  [3:85]

Also, Allah ordered Muslims to govern their affairs with what He revealed to them:

"So judge between them by what Allah has revealed" [5:48]

Moreover, He ordered that all problems and misunderstandings that might come into existence between Muslims be treated with His revelation:

"But no, by your Lord, they can have no (real) Faith, until they make you judge in all disputes between them"  [4:65]

O Muslims!

You are the best of people, evolved for mankind. To survive under the rule of infidels, to occupy such a humiliated position against them, applying their thoughts, solutions and laws is not appropriate for you. What is appropriate for you is to unite all Islamic lands under the flag of a single KHALEEFAH, apply the rules of the Islamic shariah, spread it to the whole world as the guidance and light by means of jihad, face America and her allies as one entity and fight them under the flag of Islam.

O Muslims of Tajikistan!

You, as an inseparable part of this GREAT UMMAH, should act to establish an Islamic Khilafah "Caliphate" in order to resume the Islamic way of living. To fulfill this great task join members of Hizb ut-Tahrir, who are carrying out this activity amongst you. It is definite, that - even though the infidels are trying not to let it happen - the Khilafah "Caliphate" shall return back to life. Its return, in addition to being the peak of obligations for Muslims as ordered by Allah Almighty and being prophesized by the Messenger of Allah: "...Then there will be a Khilafah "Caliphate" on the way of prophethood", is a must to relieve the world from the tyranny and corruption it has sunk into, due to the absence of the leader and protector of Muslims and their own state.
