Speech of the Official Spokesman of Hizb ut Tahrir in the Wilayah of Sudan at the Press Conference entitled:
"The Quad Statement and the Lost Sovereignty"
(Translated)

On Friday, 20 Rabi’ al-Awwal 1447 AH corresponding to 12 September 2025 CE, the foreign ministers of what is called the Quad, namely America, Saudi Arabia, the UAE, and Egypt, issued a statement concerning Sudan. The most prominent items in it were:

1. A three-month humanitarian truce to enable the entry of humanitarian aid, which will immediately lead to a lasting ceasefire.

2. The launch of a comprehensive and transparent transitional process, concluding within nine months, toward the establishment of a civilian government enjoying legitimacy.

3. The future governance of Sudan will be determined by the Sudanese people through a comprehensive transitional process characterized by transparency and not subjected to the control of any party to the conflict.

Commenting on the Quad’s statement, the Sudanese Foreign Ministry on Saturday 21 Rabi’ al-Awwal 1447 AH corresponding to 13/09/2025 CE, issued a statement saying: “The Government of Sudan welcomes any regional or international effort that helps end the war...The Government of Sudan will not accept any international or regional interventions that fail to respect the sovereignty of the Sudanese state and its legitimate institutions, which are supported by the Sudanese people, or its right to defend its citizens and territory. It also rejects any attempt to place it on an equal footing with a terrorist militia.”

The followers of the Sudan issue and the fierce international struggle over its lands knows well that this war is run by America to uproot English influence and to tear Sudan apart by separating Darfur, and that all the political actions undertaken by America or its instruments in Sudan aim to eliminate any effort that would return the Englishmen’s men to the scene. Thus the Quad’s move at this time came against the background of the Englishmen’s men moving via the African Union Commission to re-introduce “Somoud” into the scene; informed sources revealed that the African Union (AU) invited the national forces supporting the Sudanese army and the “Somoud” coalition to attend the Sudanese-Sudanese dialogue meetings on 6 October in Addis Ababa, where the Englishmen’s men are active, especially in the AU Commission, to rehabilitate Somoud. Similarly, AU Commissioner Mahmoud Ali Yusuf met on Friday, 12/09/2025, in Abu Dhabi with Abdullah Hamdok, head of Somoud, and a senior leader in the Somoud coalition told Sudan Tribune that the meeting discussed the role of the African Union in resolving the conflict and agreed upon a credible political process led by Sudanese under the umbrella of the African Union. Therefore America moved via the Quad adopting the roadmap dated 10/03/2025 submitted by Sudan’s Permanent Representative to the UN, Al-Harith Idriss, to the UN Secretary-General, and America seeks to make the Quad statement which is the roadmap presented by the Sudanese government itself, the basis for a settlement between the government and the Rapid Support Forces when its concoction fully ripens.

This is the political reality in Sudan — so where is the notion of sovereignty in this absurd theater?!

We in Hizb ut Tahrir / Wilayah Sudan clarify the following truths:

First: The Sykes-Picot mini-states that the disbelieving (kafir) colonial West created on the ruins of the Ottoman Caliphate (Uthmani Khilafah), including Sudan, are functional colonized states fought over by the colonizers; their instruments in that are the leaders of armed forces, rebel movements, and the blatant or covert secular political milieu. These colonial instruments have no sovereignty over themselves how then can their countries possess sovereignty?!

Second: Deception is the colonizer’s most dangerous weapon and that of his allies; they make the enemy seem a friend who intervenes in every detail of the state and the people’s lives, and make the brother an enemy targeted by the killing machine. Thus envoys and ambassadors of enemies trample the country’s arena under the pretext that they are friends who care for the country’s and people’s interest!

Third: How can a sane person talk of sovereignty in this country while its problems are discussed in all UN agencies, especially the Security Council, the African Union, the Arab League, IGAD, the Quad, neighboring states, and the ALPS Group led alliance; whenever two presidents or two foreign ministers meet they talk about Sudan and its problems, and then we speak of sovereignty? Is there no sensible person among you?!

Fourth: In the absence of the state of the Muslims the Khilafah (Caliphate) the notion of sovereignty vanished from our lands and became used only by colonizer instruments (rulers and politicians) to block projects contrary to the interests of their master; thus they invoke “sovereignty” to prevent some projects, and when a criminal project comes from their master they pass it claiming they are friends guarding the country and the people’s interest!

Fifth: The colonial disbelievers, especially America the primary state in this capitalist world ignite wars in weak countries and then use management of those wars as a tool to realize their own interests, not those of the oppressed peoples. Thus colonialism concentrates and fragments the states. Therefore, anyone who calls for allowing the colonial disbeliever or his instruments from regional states to intervene is a traitor to his people, any reliance on the foreigner is political suicide.

Sixth: Are not international relations based on parity and reciprocity? Where is that in the dealings of our governments in Sudan with states that have envoys who come to discuss our most intimate affairs food, medicine, education, the siege of El-Fasher and everything? For example, Sudafax on 10/09/2025 quoted a meeting between Kamel Idris and the British envoy Richard Crowder: “Crowder stressed that his country’s priorities are currently focused on achieving a ceasefire in Al-Fashir and ensuring humanitarian aid reaches civilians without obstacles, confirming London’s full support for stability and peace efforts in Sudan.” We are accustomed to hearing such news and it is not denounced in the political milieu; some view it as penetration and achievement. But could Al-Burhan send an envoy to discuss Britain’s internal problems with Britain’s Prime Minister?! This shows our need for a truly sovereign state, not hypocrisy.

Seventh: America moves whenever it senses a party challenging it in the Sudan file; hence it issued the Quad statement and sent its envoy to the African Union. Al Jazeera Net on 18/09/2025 reported Masud Pauls, senior adviser to the US President on Africa, saying the Quad is “a platform supporting other initiatives, not a substitute,” stressing the AU remains a core party in efforts to solve the Sudan crisis. He said the Quad works alongside other platforms and has achieved positive results, especially after announcing the reform roadmap containing clear timetables. It is conceivable America will obstruct the Sudanese-Sudanese dialogue that the Englishmen want to use as a Trojan horse to introduce their men in Somoud into Sudan’s political scene. Al-Muhaqqiq site reported Dr. Tijani Sisi, head of the National Movement Forces, saying it is difficult for national forces to participate in the preparatory meetings for the Sudanese-Sudanese dialogue to be held in Addis Ababa on 6 October under the AU umbrella; Sisi said national forces have reservations on the invitation and the way it was presented by the AU. This is our country a battleground for international struggle!

O dignitaries in the political and media circles:

We must resume our Islamic way of life by establishing the Khilafah Rashidah (rightly guided Caliphate), which will purge the political scene of hypocrites and agents and uproot the influence of the disbelieving (kafir) colonial West from our country, its capitalist principle and utilitarian mentality, so we may breathe the fragrance of servitude to Allah alone and live under true sovereignty of Shari’a led by men who restore our honor and dignity, so we return to being the best nation brought forth for humankind. So be, O brothers, among those who work, call and give glad tidings, there is good in this world and the next.

[يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا لِلَّهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ]

“O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life.” [Surat Al-Anfāl: 24].
