Renewed UN and Regional Moves to Integrate Afghanistan’s Ruling Regime into the Global Secular Order
(Translated)

In recent days, the United Nations has been pursuing its activities in Afghanistan with greater intensity than before. The visit of the UN Under-Secretary-General for Humanitarian Affairs to Kabul and Kandahar, coupled with the invitation of Amir Khan Muttaqi—the Foreign Minister of the ruling regime—to Qatar, signal renewed efforts to advance international initiatives and to entice the Afghan government.

Against this backdrop, the Media Office of Hizb ut Tahrir / Wilayah Afghanistan highlights several critical observations:

It is evident that the UN's so-called "roadmap"—aimed at integrating Afghanistan’s ruling regime into the global secular society—has encountered serious implementation challenges and has come to a standstill. This is because the regime’s leadership, contrary to Western expectations, has refused to embrace fundamental changes in its approach. Despite this failure, the West, led by the United States, is unwilling to remain silent. As a result, new plans have emerged to pursue the same objective through alternative channels. At the heart of these efforts lies a strategy to gradually assimilate the regime into the current global order through calculated engagement—eroding its Islamic identity step by step.

America is advancing this roadmap through a dual strategy of pressure and persuasion—carrot and stick. At times, it acts directly by delisting individuals from sanctions or offering symbolic political incentives. At other times, it tightens the screws by halting international aid. Alongside these overt actions, Washington is quietly advancing the same agenda via intermediaries like the United Nations and countries such as Qatar. Another tactic in play is to divide the regime internally by categorizing its elements as either "moderate" or "extremist," in a bid to weaken its cohesion and push segments of it toward a more diluted, so-called moderate Islam.

Qatar, long viewed as the West’s proxy hub in the region, plays a central role in this political maneuvering. In coordination with the UN, it seeks to counterbalance the confrontational stance of the Trump-era by offering certain factions within the regime diplomatic and political inducements. The effects of these efforts are now clearly visible in the remarks of Foreign Minister Amir Khan Muttaqi. In a recent interview with Al Jazeera, he urged the international community to transform Afghanistan into a space for "positive economic competition." Yet history and contemporary experience show that such economic rivalries in weaker nations often serve as a façade for foreign penetration, dependency, and ultimately, economic colonialism.

Commenting on Palestine, the Foreign Minister stated: “We have a moral responsibility toward Palestine.” In truth, however, the responsibility of Muslims—especially their rulers—toward Palestine is not merely moral or emotional; it is a legal obligation in Shariah. Muslim rulers are duty-bound to mobilize their armies in defense of the oppressed, not to hide behind abstract ethical language as a way of avoiding real action. This sense of moral indignation has even been more visibly demonstrated by some non-Muslims in the West—those who took to the streets or, like the American soldier who set himself ablaze outside the ‘Israeli’ embassy.

Elsewhere in the same interview, Amir Khan Muttaqi appealed to Donald Trump to show "political courage" on Afghanistan. But the reality is that every person and every nation exhibits courage in proportion to its belief in its values. If Trump does act boldly, it will be to serve his own interests. The question is: where is the Muslim ruler—one who upholds the Deen of Islam, acts for its establishment, and fears no blame or consequence? It is the Muslim ruler who must possess the courage to reestablish the Khilafah Rashidah (Rightly-Guided Caliphate)upon the method of the Prophethood and pursue a foreign policy grounded in Da’wah and Jihad. Yes, proclaiming the truth of Islam requires boldness—and this is the courage we seek from our rulers.

[الَّذِينَ يُبَلِّغُونَ رِسَالَاتِ اللَّهِ وَيَخْشَوْنَهُ وَلَا يَخْشَوْنَ أَحَدًا إِلَّا اللَّهَ]

“[They are] those who convey the messages of Allah and fear Him, and do not fear anyone except Allah.” [Al-Ahzab:39]
